did you prime the turbo with oil prior to first start? it looks like the fins are touching the housing when you move it. it should have very little to no shaft play side to side and very little forwards and backwards.

yes but the proper way to blue print an engine is to bore each cylinder to 1 piston and then balance the whole assembly. not take the pistons measurements and then bore and say you can put them in any order.
