its not that big of a turbo. at 12-14psi with this turbo its only prob making 300-350 range. fuel pump could be maxed out tho but the 440s are not but it should be time for 550s.

with like 7-8 bolts? that would be the egr cooler cover. there is the metal pipe that wraps around the block, the union bolt on top at the very back in the middle of the head, a cap, and a hose that have coolant right there tho.

if its a fresh rebuild i would avoid starting until the problem is fixed so you can properly break it in and the repair manual link would be a very good start.
