Foglight rewire been done? Try flipping it a few times as the old wiring might not be enough to fire the HID's... Does the HID turn off when the high beam goes on? I'm curious how the bulb works if I can get a closer shot of the bulb...

You HAVE to have the cylinders honed if you're redoing the rings, or they won't break in properly. Bearings and rings are cheap, it's the work required for them that gets expensive...

Compression and leakdown test is in order...

It's the fact of putting a large wheel in a small housing, it causes surge, and kills the turbo. Larger the wheel, the quicker it happens...
