More fuel to be safe, meth if you plan on running 91 pump, and a good tune would probably get you there.
I am personally running E-85 now and there's a lot to be gained to using it if it is plentiful around you (not sure if cali is big on E-85, emmisions may also play a role)
Well, its not exactly the same, but I made 417 on stock cams at 17-18 lbs, and a buddy (92NSX) made the exact same number at 15lbs with 272's. We both are using LIPP Boss Sr. 61mm turbos and have very similar builds (except I'm using AEM where he's using a lex/550 with no tuner.

They are not all the same. I know about the LIPP series- the exhaust wheels vary in size from stage 3 through P-trim, the Jr.'s have a .58 A/R and the Sr.'s have a .83 A/R.
I don't know about any of the other turbo specs, but perhaps someone else can fill in the gaps!
Yeah, that ether trick usually only 'seals' the bead i.e.cheap tires that have a narrow bead spacing. He's having trouble 'seating' the bead, which leads me to believe that the lubrication is lacking, the beads themselves are the wrong size, or not the bead is just freakin too tight...

Are you using a paste lube or liquid? I've had problems getting some brands of tires to seat up on rims with liquid lube, but paste tire lube always seems to give it that extra kick. I believe the worst ones I've ever mounted were Sumitomo HTR Z2's

I've had both ends- Bought first set of ACL's and got NDC, bought another set of ACL's and got ACL bearings. Kinda depends on the box in my experience :)
Edit: get all new bearings no matter what you do. Oil pump DS, mains, and rods.
