I found the problem. It was a connector that I missed. The connector was a white two prong that was just behind the left side of the cluster. Thanks for all the suggestions guys! :D

^^ Yeah, every BOV that I've had on my cars (aside from stock) has fluttered at throttle let off under low boost. I ran the Bosch 103 for a while too and experienced 'flutter'. Based on "my" experience, I would say that it is normal.
