Agreed, take it off and check it. Not like it's a major job, you can get it off in ~45 minutes. I have seen water pumps with the blades inside so badly corroded that they were incapable of pushing water anymore.

1. Buy a fan shroud. 2. Was it smoke, or oil? Was it coming out of the tailpipe, or burning off the exterior of the engine? 3. Wants to start? What does that mean? Does it fire? Have you checked for spark, fuel, or codes?
