Ya, that's WAY to low of a frequency, there has to be something else going on there. The ISC and PCV shouldn't matter, they both pull air that is already measured - from a location after the AFM. I'm starting to wonder if you might have a defective ECU. Would certainly explain the lack of a CEL.
