should be a 14. you might need to port the leading edge of the wastegate port as well as the port size (mine had TONS of room to be opened up). mine crept to 16-17 easily depending on the gear (no BC).
careful with where it scrapes, if its at the end of the dp it can/will crack something on the dp, turbo or exhaust mani. repairs arent easy at that point.
slight seepage is ok for the age. i wouldnt bother with the whole rack unless it was losing fluid at a measurable rate. tie rods are easy but do both inner/outer at the same time. that should set you back a few hundred and you'll need an alignment then!
