Smoke on decel is usually turbo seals or valve stem seals.
Also, you don't have any sort of PCV system? The stock system isn't there? Stock headgasket?
Take a picture of the cooling passages your talking about. The passages on the intake side are partially filled, with only a small hole...don't ask me why...
And yes, you can use a razor blade, and it makes it 10x easier if you get a handle for the razor blade.
WOW...15psi on a stock engine? Sounds like you're asking for trouble...has the head gasket at least been replaced? Intake or exhaust?
Also, you should hit fuel cut at around 12-13psi.
It shouldn't make a difference, Xanatos. It isn't starting right away like it should, because something isn't working right. You should try and figure out what it is, and fix it before you start making modifications, that aren't really necessary.

My fuel pump doesn't turn on with the the key in the on position, and my car takes a few seconds of cranking to start when cold...
When the car was cold, I jumpered the fuel pump, and instantly heard the fuel rail fill with gas...my car was no easier...
I don't think a FMIC would make the car fail the emissions part...
It may, however fail the visual...in Nazifornia, basically, if they see anything that looks aftermarket, FAIL! Even if it doesn't actually affect the pollutants emitted from the exhaust. Those smog tech guys are idiots...
