If you want to go super budget, look into a holset hx35 or hy35. It will provide great spool (3-3300rpms full song) and make up to 500hp. Did I mention they are cheap?

Depends on your goals. A 56mm compressor wheel will make up to 450/500 depending on how large the turbine and exhaust housing is. You figure a sp67 (67mm comp wheel) is good to what around 700ish?

Launching or dyno run? Launching aroud 300 or 350 Id say. It won't last long. Dyno run? Around 450 possibly.

Real t-70s are non existant. An ebay t 70 is more like a t-???? They have around 63.5mm comp wheels. Stop wasting your time with the ebay chinese turbos and buy a real garrett unit.

I would go with the to4 series simply because they have more housings and exhaust wheel options. Not to mention you'll snap less shafts with the to4 series.

IMO they aren't needed untill you go over 400hp. If you do decide to go with them, buy Ferrea.

No advancing the timing needed... But you will need to make sure the vacuum lines aren't left open.
