Its the cheap way of clearing the CEL on cars with two o2 sensors, where one is removed by installing a downpipe or exhaust.
Doesn't actually increase the HP, just gives you back what the ECU took away.

Don't rely on the crank dampner to say its "x" degrees due to the fact they have a tendancy to slip.
Also, check the wastegate assembly and flapper door. Something is letting the exhaust out and not through the turbine.
Jack the rear end up, and turn the wheels and listen.
See if the noise is comming from the cv joints. Of course don't rely just on the jack - use some jack stands.
The couple thousands of miles could have damaged the u joints - trust me.
The bolts are the ones that connect the driveshaft to the LSD. If not installed propperly, they will loosen in no time at all.

Also, I have a supplier that has quality engines that I know is reputable.
IIRC on the manual race car injection, the longer the intake tubes the more torque you get and the shorter they are the more rpm.
I may have it backwords though as its been years since Ive serviced a mechanical system.
I have a SBC spring in mind, that when tested was 2-4lbs heavier than stock.
It is located in the relieve valve.
With 10w30 mobile one, I run 40psi @ 3000rpm even on 102 deg days and constant driving.
