    Caleb, I believe you have a boost leak. The high pitched whine is the turbo spinning due to the large ammounts of exhaust flowing through it. To check this, take the intake off and inspect the compressor wheel. It should spin smoothly and there shouldn't be any play. Also, if you notice...

    Well if its a to4 platform it would start meltdown at a little over 40psi. A ct26 would die just over 20 in a few short minutes.

    cyl #1 should be all the way up front. As with typical toyota, there should be two marks in the cam gears. Not sure about the firing order - I would think its just like the typical 7m.

    ...... To a point. You see, there is a theroretical point at which the pressure inside the manifold or exhaust housing reaches the spring/mechanical pressure of the wastegate itself. Sure it could be in the 40+ psi range, but sooner or later the wastegate will open.
