Take the ECU out and look at the capacitors. If they look like they have syrip on them, its a blown ecu. Very common for the eclipse.

Id go have them flow tested. Chances are they are over 550. Either that or the stock FPR is fubar.

Yes its the little 14 gauge wire with a clip into the back of the starter. In theory, the starter gets ground from the bolts, and mounting to the engine block/bell housing.
