Ive seen this before way back in the day. This was credited to Dean Marcum (IIRC) and then HKS jumped on the bandwagon.
I have personally seen these types of modified stock regulators fail.
You'll need to take off the eblow so you can see the wastegate flapper door.
Hook up a 10-20psi compressed air source with rubber hose to the wastegate nipple.
Presurize (sp?) the wastegate, and see if the flapper door moves.
A pop off valve will open @ "X" boost pressure to save the engine from over boosting.
Also, the top on that greddy BOV should be for adjustment.
It should not stall in traffic unless you boost.

The top nipple on most BOV's goes to a vacuum source after the throttle body.
The bottom nipple goes before the throttle body to make the BOV act as a "pop off" valve, or simply just not used at all.
