GT45 is a vague term.... Which one with which rear housing? Gt4508 (gt45R) or a GT47 journal bearing, GT42 Journal bearing, etc etc etc? You must also remember that the A/R is a ratio of the turbine VS the housing. You can two different housings that are 1.00 rear A/R.

Sounds like you've got a boost leak some where thats opening up under the psi or your wastegate is junk. Jake (reign_maker) had the same problem. Tons of PSI, no HP. Bad wastegate.

You need to do a compression & leak down test on your engine. When you do your leak down, take the radiator cap off and see if the coolant level rises inside the radiator. If it does, its BHG. ;-)
