Well, cut boost by having your wastegate open. Fuel cut is done several ways. Decerlation, abnormal turbocharger pressure, engine over speed etc.

Permacool has a part number listed on Summit Racing. When I bought it, the part was out of stock. So I just bought the individual pieces. I have since switched to the canton piece, which costs much more than the perma cool adapter. It does make the oil change easier.

I don't think having it a little tighter is going to help. Especially since I know you are going well above factory boost levels. You should have more than adequate effect at the stock levels.
