Add a locking cable to the cabin. Pulled all the way out, it would idle at 950, or where ever you need it. Or limit the spring return of the pedal. This is assuming you aren't going to use a stand alone.
The engine is no different, hon-duh boy. The cars are different because their steering wheel is on the wrong side and they don't have a NOx requirement.
This is my comment. You can not altar a car in any state. Replacement parts have to get certified for sale as emission compliant. If you didnt' know that. If you go to CARB and prove it, then you can have it legally.
The underdrive pulley which you shouldn't use on a car where the pulley is integrated into the damper, spins the accessories slower. This lowers parasitic drag on the engine.
