Very true...a port job will make the head "breathe" better. I tend think in terms of cost vs benefit...if he can get it done right without a lot out-of-pocket, go for it ;)
Just don't gasket match the exhaust side...you want the exhaust ports a little smaller diameter than the manifold.
Port & polish is for a head you plan to feed with a turbo capable of some serious CFM flow. The head is end game...you also have to have the piping and IC capable of handling the flow efficiently. Not to mention the bottom end being able to handle the HP produced. All depends on your plan for...

The reason for the lower mileage is alcohol contains less energy than gasoline per gallon...you will go less number of miles per gallon as a result. The more alcohol mixed into the gasoline, the more the effect. You are very correct...you will get less gas mileage using E85.
When I was...

You also my have some air in your heater core...when the motor is warm run the heater full blast (85 deg) and check the...
For the care an feeding of a 7M, 1J, or 2J motor...you really need to pay attention. There's a ton of info on fluids...highly suggest you read it.
For your car, Red Line MTL in the tranny will be more than sufficient for the power a 1J is capable of ;)
