Yes, it's purpose is to increase fuel pressure if the ECU detects coolant temp is too high during start. It helps prevent vapor lock at high engine temps. It won't likely cause you a problem this time of year...I would get it fixed fairly soon though.

Make sure the "spoke" side is visible with the check valve seated in it's recess when the ISCV is off.
Try some brake cleaner on it...Should work on the ISCV body/plunger too.
Might want to check your high temp line (fuel) pressure up VSCV too.
Is the ISC working and does it have a check valve (like stock) under it?
Need some more details on your set-up...Stock AFM? Stock TPS or re-wired Nissan? Any ECU codes?
Do you have the "J" tube on the return installed and is it drilled out?
(You REALLY should be running an AFPR and pressure gauge with this)
Do you have an ISCV installed for idle control?
