The block adapter in post #10? If so, it would be a better choice restriction wise.
I would sandwich it between the condensor and IC if you can...you will need to remove the condensor fan. You don't want metal to metal contact between the condensor and oil cooler...use plastic isolators.

Fuel cut-out is based on the volume of air measured by the AFM...it will be much lower on a stock vs a Lexus AFM. It also depends on air density...altitude and OAT affect it. I have a Lex AFM and do not hit fuel cut until 16-18 psi depending on what OAT is.
The 7M is a better crank IMO since it is fully counter weighted, it is heavier (hence the reduction in redline RPM), but is a smoother running crank. You can lighten it up quite a bit...the one I'm having work done on is getting abut 6-7 lbs taken off and knife edged. It's getting the usual...
Jayson - You should not need another crank, unless the one Bill has is damaged.
Have the main/rod journals checked for surface finish and size and make sure it's straight/balanced.
