In your case with less than 200 miles on the motor, I'd say the rings are not seated in yet.
Did your builder use Total Seal rings?
Have you checked the timing by chance?
A BHG could cause it to miss like that.
The NAPA Block tester checks for exhaust gas in the radiator.

Was the block decked? And what RA finish on the block/head decks?

Yep, if the oil pump shaft bearings look like the rest of the block, you will have to replace them. Plus, line bore, cylinder bore, and HG deck machined. You'll have to pay attention to where the front plate attaches to the block to ensure a good seal.

There's two VSVs attached to the flange connecting the lower/upper intake manifolds...the aft VSV is the EGR...the forward VSV is for the hot start idle up.

JJ - Gotcha...the pressure differential is primarly between E and exhaust until R is uncovered. Makes sense...it's only when exhaust pressure is low the EGR shuts off when E only is active. I don't dig into the NA stuff that often...good to know ;)

JJ - the diagram (TSRM EC-12) shows the EGR valve closed when pressure chamber pressure is low. You're saying the valve is actually modulated depending on the pressure differential when the TB is between the ports?

The EGR on the GE motor is temp, rpm and vac pressure delta dependent (hence the 2 TB ports). Above 5200 RPM the EGR is inop. Below 4800 RPM and above idle it is inop when the pressure delta is low between ports. This scheme is to improve engine response under certain conditions.
German Castrol is one of the best formulated oils out there. JJ is probably one of the 1st guys on SM to use it...got me looking at it a few years ago. After wading through all the BS you see about oil, I completely understood why he's used it all these years. It's excellent.
