A 62 AR is on the small side for that turbo on a 7M...it's going to choke at higher RPM.
Fuel wise, you should be good for the HP you're shooting for...not much more than the mid 400's though.

The stock HG will hold quite well all the way to 14-16 psi if properly torqued...detonation is what kills them.
Vs listening to the "well, I torqued my ARPs down to xx ft/lbs"...you will be far better off torquing to what the ARP spec sheet says for the hardware you choose. FYI - ARP bolts...

The T04Z or GT35R will meet your goals, but neither is under $1000...they do however meet the other two criteria.

The source for the RPM signal is the CPS (specifically NE)...you want to check your CPS wiring and connector. It's very common for it to crack, resulting in a bad connection. Read this:

You want to use ATF (Dex III) in the PS system...Mobil 1 Synthetic is the best for this. Drain the reservoir and disconnect the return line. Extend it to a plastic pan or gallon container...start the car, turn the steering wheel back & forth, and add AFT...
