Stay AWAY from off the shelf chips, get someone to burn you one for your setup tuning it on a dyno. There is a guy by me that is amazing with VW/AUDI tuning, but he isn't cheap and it might be too far. BTW, needs some wheels.

Stay away from anything converted to vtec, unless you built it yourself. Just turbo the d16 in there and be done with it.

Not possible that it was a 4.3, that only came in NA cars with a w58 or a340. More likely it was a 3.91 car. It is always worth fighting a ticket, more likely than not, you will have a reduction in fine or points.

It will throw a CEL over your speed cut, not all the time. It is nice in that face, because it tells you to slow the fuck down :)

The 2nd one, BOV is negliglable, you won't be taking the twins anywhere near that, maybe a little more than 50-60% of it. If you are shooting for 600, get the one more stock, as all the other parts will not be used.

Stock supras are slow. Get a full 3" turbo back and an intake. But before everything, get a mls headgasket on that thing with at least some arp bolts.

Unless you are back to 4x4 status and sawblades.

I would put money on it being the coilpacks cracked. Pick what you want to do, coat the stems in epoxy/shrinkwrap/nail polish, buy new ones from toyota (same as 2jz) or by some good used ones from a 1jz owner or a 2jz owner.

Get some cams, and you will fall in love, and pick up a good amount.

Have a machine shop prep the head and block for a Cometic headgasket, and if you want, have them install it, use ARP bolts or studs. Then you will be good till ~400 or so reliable whp.

408 is not bad at 17psi on pump with really conservative timing. Aren't you still stock cams?

Dr Tweak can take care of the wiring pretty cheap. If you are up to the task, look at some of the stickeys.
