It's in case the seal leaks on the pump shaft, if it didn't have a weep hole it would fill the breaings with coolant and trash them causing a massive failure.
As I said earlier time for a new pump.
Common at exhaust shops where access is limited, be better off with a single wheel cutter if you're not working under the car.
I use one of my bandsaws with a 34tpi blade.
No matter what I've blown up/broken on my car it's only ever been towed home once, and I "could" have solved that as it turned out to be an unplugged ECU connector and nothing more....
