My "guess" would be the rubber rack mounts as there's NOTHING internal that would allow it to not recentre 2 Ducks.
Failing that I'd move up the steering shaft and make sure the pinch bolts are installed and tight.

My guys recommend NDC's as Clevite don't do a 7M bearing these days and just rebox the NDC's from Japan, I've used Fedral Mogul in the past with no failures.
