sounds promising! a common misconception though, you said you dont know what your USDM motor's been through... you dont know what that JDM motor has been through either ;)

code 51 is the TPS. it could need to be adjusted, or you might need a new one. here's the adjustment:

i just got headwork done in preparation of my Cometic MHG install. i got it lapped to an R/A of 15.
here's the price breakdown for EVERYTHING i had done (and he gave me two hours of labor for free)

interesting... my 89+ motor has it. i'm bypassing the TB and ISC coolant hose with some good (high pressure, just to be sure) hose. i dont want to cap it off or weld it incase the need to sell the car (as if that would ever happen) so i'm just going to get a long length of hose and bypass both...
if you have a turbo, and the flywheel you got is an N/A flywheel, that might do it. an n/a flywheel will bolt up to a turbo motor, but i dont believe it'll line up with the PP.

block off the little pipe that comes from the large steel pipe at the back of the head. then cut off your coolant passages from the TB and JB weld them shut. (make sure there's no moisture in them) then cap off the nipple to the ISC.
cut off the vaccuum lines too and JB weld, and sand them...
mine arent powder coated yet, but give me a few weeks, and they'll be done along with my exhaust manifiold, bic ddp, and miscellaneous other components of the engine bay :)
