yes it will fit, the targa from any year mk3 is the same.
As for painting it, I highly suugest priming before painting. Is your car superwhite or Pearl white? If its pearl white then you are also going to have to clear coat it after if you want the paint to match.

the fear of having that happen is why no matter what kind of rush I was in, I NEVER put my targa top back on the car without tightening down the bolts. It was either staying off, or bolted on, there was no in between.

as someone already suggested, take the started thats already out of the car down to Autozone or another parts house that can bench test it for you. It is an easy thing to do and rules that out of the equation. If that starter is bad, take the other one out of the car and have it tested as well...

Actually the hood that I was thinking of for your car is the one thats on Tim's car. I think it would compliment your body kit nicely. I am not a fan of the stout hood, but on your car CF would be sick!
