I would say 75% of the 7m cams I have seen in used engines have looked like that. The cams in my own engine look like that. I have yet to see a 7m cam seize up in a head.

I have taken off a few isc's and opened them up to find a nasty sticky sludge inside. Just remove the phillips screws and clean the metal parts of the valve with carb cleaner. I don't think they go bad other then getting enough crap inside to make them stick.
It keeps the inside of the engine a little cleaner but it is not going to make a big difference in power. If your car is basically smog legal otherwise I would just leave it on and plug the vacuum line to it.
