I'd say just clean up the threads, Steve, and just inspect them to make sure it's never been overtightened and the threads aren't damaged. Then, just wrap some teflon tape around the threads.

I'd say get a really good one. Fully weatherproof. I haven't looked into one yet, as I haven't needed one... but I will be, so I'll be watching this thread.
If I can suggest one thing, wait till spring to paint the car. I would be awful apprehensive about leaving my car outside under a cover...
