Are you getting surge when your WOT(I don't know what causes that), or are you getting flutter/surge(Personally, HKS SSQV SUCKS!) when you let off the gas??

Under the alternator? Is that on a jdm car??? Or do you mean the fitting that comes off the front on the intake manifold that feeds the fpr, bov, ect?
So instead of taking 15 seconds to check for codes, you will just assume..?

Did you check your codes, or are you assuming??
Did you change your timing belt, you said you changed all your belts, was the timing belt included in that.
Put it this way, whatever you fucked with, is more than likely why your having problems...
Canton Adapter for the NA oil filter stud is all I have to say. You GTE guys need to get the NA stud, can't help you there, I did the full flow oil setup on a NA block:)
With forged internals, i dont think there necassary. Group 'A' cars come to mind. If your putting all that money into a new engine, i wouldn't even consider the stock cooler setup.

I would fix that hole, but if it was there before i bet thats not the main cause. Fixxed "ghetto" wiring, hmmm. Was timing belt part of the belts? Check your codes.

Honestly, this is a tough one to figure out without a road test. It's pretty hard to accurately desribe. Hell it could be low compression in one.
