Remove both battery terminals and reconnect them. That happend to me once. I had it connected. It looked fine but had no power to anything. I took off both terminals completely, put them back on tight and bingo power. Give that a shot if you havent yet. Also make sure all wires are not touching...
Probably much more accurate too. If all it takes is a slight turn of that dumb little nut then there is no telling how accurate it is after installation.
If you can do it without damaging the fuel lines, you should drop the tank before you weld and cut the above metal. If you can't disconnect the lines I found that you can drop the tank a little bit and temporarily hang it lower.

Yep. That exact thing just happend to me the other day when I tried to replace my headgasket for the first time. I didn't follow that step 1 (a) either. Now I have to tear it all apart.
I think that would be the front main seal. You would have to take off the crank pulley to replace it. There are write ups around about changing it. It's not too hard of a job.
