    Most modern dmm will have a Hz measurement function. For some it is a primary function, for others it is a secondary, requiring certain buttons to be pushed to access that function. You will need to look at the manual for your specific meter model to know for sure.

    They are VSV's, or Vacuume Switching Valves, and yes you need them. One is to raise the fuel pressure on hot starts, and the other controls the EGR Valve. Considering your location, it is probably very much needed.

    Normal, it won't go out until it detects a signal from the alternator after you start the engine.
