Yes, it should drop down once the TPS is adjusted (code 51 not present) and the timing is properly set with the jumper installed as long as everything else is working properly.

My (secret book of info) says EGR is shut off when the engine is not up to temp and or when above 4000-4500 rpm... Not sure if wide open thottle has anything to do with it?

If it's an up and down thing I would guess it should float. Maybe there is some foam or somthing missing from yours.. The TSRM does not go into details..
