RA is a roughness average. Basically how smooth the gasket surface is.
The machine work and smooth RA is required when switching to a Metal Head Gasket, they are much less tolerant to imperfections in surfaces.
The screw mod allows more air past the AFM, which allows more boost before fuel cut. 1 or 2 more psi will add more power. Taking out the air filter? That's just unsafe. The filter is one of the least restrictive components in the stock intake system anyway.

Depends where he is losing compression. Most likely the headgasket, or rings. Could also be from the valves, or worst scenario the cylinder walls. This could all probably be fixed in a rebuild.

A shim for the head? Sounds like they want to deck the head to flat, and put a thicker HG in. This is a bad idea. You need a new head. Buy a rebuilt head but make sure it's straight, and not decked too much. Using a stock gasket or MHG?
