You should be worried, the BOV should be recirculated back into the intake pre-turbo. If you recirculate it back to the 3000 pipe you just create a loop and its like the BOV isnt there.

It's not so bad on the downpipe, you just need a mandrel bent pipe with a 3 inch radius to come off the back of the turbo. Only thing is the compressor housing sits on the mani. No big deal but some people may be picky about that. I can't get the pic of my downpipe to upload I'll try again later...
When starting on cold start i always turn it over for like 2 seconds to pressurize it and then turn it over again and it starts right up. Might check to see if your CSI is functioning properly.
Before jumping straight to conclusion, did you do any tests to cancel out any other possible causes? Like a compression and leak down test? Check shaft play, check piping for oil, check downpipe for oil.
What exactly do you mean when you say "fresh"?
