Shims = best bang for the buck for the supra, I'd also keep them in. Sounds like a time for a BOV upgrade.

Cheap and easy thing to check might be the spark plugs. Install a new set for $15 and also maybe install some new wires. If anything it is good maintenance to do anyways. Also if you dont know here is how to check codes;)

Are you talking about the PCV nipples coming out of the top of cam/valve covers? If so, yes some smoke might come out of them. To fix hook up the PCV system. Post a pic of what you are talking about.
