Sounds like a bad flasher relay. Sometimes you can clean the relay contacts with some rubbing alcohol if you take it apart for a quick fix or buy another.

I have never heard of them. I know awhile back Jasper engines was a option for a complete re-manufactured block and head assembly but I have not checked them out in soo long.
Just gently start in the corners and work your way around the pan. My pan was also like superglue but I was able to pull it off with patience. Also if you do bent it slightly you can bent the tabs back once off of the car.

0 sounds like something was not connected at the tester right or kinda rare but that piston might not be moving for some odd reason. Take out the spark plug and see if you crank if over a second or two, do you get a few puffs of air coming out? Swimming pools of oil is not uncommon down there...
If you mean changing out the bumper to a 89-92 style one then yes you can. It is actually done by a lot of older year Supra's. Just make sure that if you did change it over that you need the turn signals, 2 small upper grill pieces and fog lights with brackets for a complete conversion.

On the seals you only have one front seal for each cam (total of two). Both ways you have described you can do either way as it is referring to the same seal but it is just a tab bit easier when the cam has the seal on it and you drop it in with the install of the cam to head.
On a side note...
When you say you repined the CPS you should not have to as the 87-92 CPS just plug in to the engine harness like it should. Just a color change from a green to gray connector is the difference but both plug right up. Is it wired up properly?
