That part you have looks like it was part of a car phone that may have been installed at one time.

I would double check the cable that runs from positive on the battery to the starter and make sure you have a good connection on that cable at the battery.

I just helped someone with this problem and it was the neutral start switch that caused the reverse lights not to light up even with good bulbs and good fuses.

Do you have a fan shroud? I would also look at the fan clutch.
