I'm running my 1jz with sequential injection now on a 2jz ecu and haven't seen much improvement in gas mileage, just a definite improvement in drivability. I don't think batch injection has much to do with poor mileage.
That hood fitment looks horrible. I spent some good money on a VIS hood back in the day and it seemed to fit better than that and I still sent it back because it just looks trashy. You shouldn't be able to stick your finger into the engine bay with the hood closed ;)
I also have always got shitty gas mileage. My friend with almost the same setup got like 27mpg and I am fully tuned getting like 19, I don't get it. I did get 23 once, oddly enough it was on the caravan to 2k9 where we were all cruising about about 90. I guess thats the sweet spot for my car lol.
600whp through e85 is WELL PAST 1 walbro. You probably couldn't break 350hp on just 1. I'd say dual or triple even to be safe. 1000cc is good for around 650hp through e85 IIRC.
You don't need a turbo timer, just don't shut the car off if you have just boosted, no biggie. It really is never actually needed you can just use your head.
I'm about to do the same thing, but only in the rear. I'm going to try and go with a 10k rear and stick with the 18 up front. My main problem with the car is it tends to oversteer a bit to easily, not that the ride is too harsh. So I'm going to try just bumping down the rear and it should help...

My guess is ECU as well. Its always a problem with these cars! If you can swing it, take the little extra time to swap to a 2jz ecu so you never have to deal with it again and can enjoy vastly improved driveability :)
My car has been doing the same thing ever since I swapped to an aristo 2j ecu. I don't know why its doing it. My friend has almost the exact same setup yet he doesn't throw the code. I noticed it only does it when I'm boosting.. which could very well mean whenever its over 4k or so.
