The wastegate is still going to be open @ 17psi and 13psi since its losing boost/ not holding it. my guess is the wastegate is still open and he has his vac lines hooked up wrong or dieing EBC.
tial with a 13psi spring not holding 17psi.... sounds like a boost controler problem...
check your intake temp sensor and the big green sensor on the waterneck (efi sensor) i broke it and my car would crank and crank and crank and after about 5 minutes it would start was a pain in the butt.
try a tial 18psi wastegate spring see if it will hold the 18psi since the 13lb spring might not be enough for your turbo and 17psi.... thats just a long shot in the dark tho it would help me out a ton it i could see the car in action.

you wont need a tune untill you swap over to the lex afm and the 550s for right now at 10-11psi on the stock maf and stock injectors you are fine. *buy a nice boost gauge*
BTW: all the dyno places around us have a o2 sniffer or you can just buy a FJO or a AEM wideband and a SAFC 2 and youll...

swap suspension from your 91 with the front lower bolts ;) lol
swap the brake lines from the 91 or buy some ss lines also swap the rotors

also the ports on the intake and exhaust are slightly different, the coolent neck is on the wrong side and the cams arnt interchangalbe

you have 3 little connectors left to wire under the dash and really you only need that one big 15 pin connector for the car to run and drive around.
and if you cant get the car to my house take it to NTO in beltsville your car will be done the next day.

and btw you might have wired the soarers coolent vsv up to the ma7x secondary o2 (7m-ge only) sensor not that it will hurt anything.
