Your fuel adjustment is way too high. I have to make negative adjustments at 18+ psi on a larger turbo with a Walbro 255 and 550ccs at 36-ish base pressure. I believe you need to check your base fuel pressure, do you have an adjustable regulator? You have some kind of fuel issue.

Watch your AFRs under boost after lowering the fuel pressure to idle better. I run stock base fuel pressure with a similar setup, pulling -% with the SAFC in low throttle under 3000-3500rpms to improve idle and cruising AFRs. I try to keep the WOT high-RPM adjustments as near 0% as possible...

You don't need to remove the bumper. You're going to place it between the radiator support and the bumper support. You will probably slide it up in there from underneath the car. The hood latch support with the horn on it will probably be in the way from above. There is a lot of room in there.

962s definitely. They look just like a older name-brand wheel that looks really great on cars like the MKIII but with a big lip. I can't remember the name of them.
Fitment/offset is way better for a MKIII also. The 521s are gonna have some poke at that size.
You can be sure PWR is a high quality radiator. Every single Porsche I saw and some other types of cars were running PWR radiators at the Rolex 24 hour endurance race this year.
