The battery will sit at around 12.5 volts when fully charged and no load on it. With the engine running, if you see the voltage any higher than this, the battery is doing nothing but taking power from the alternator (to keep it charged).

I had a look yesterday, and the 87 engine does have it. My mistake on that. The one on my 88 doesn't though, but I can't remember where the hell the TB actually came from anymore.
At any rate, the ECU will adjust the idle speed, as long as it gets the proper IDL signal from the TPS sensor...
Is it a JDM throttle body? I have both a 87 and 88 N/A (ehm, North American turbo I meant) engines and none have such an animal, unless you drill out the brass plug or something. The overseas models do have it though.
Just because one calls it an idle adjustment screw, doesn't mean that's what the darn thing is. :)

Powdercoat will not work on the exhaust close to the engine, as already stated.
Follow the hoses from your valve covers. One goes into your throttle body, another goes into the intake pipe. Any oil vapor gets sucked either into the manifold directly (no boost) or into the intake pipe (turbo producing boost).
It's not uncommon for a lot of oil to get through the system...
I disagree with both Toyota red "being the best" and watter wetter being of any use at all on a street car, apart from wasting money and proving marketing could indeed sell ice to Eskimos.
Use what was specified for your car, regular high silicate "green" coolant.
Guys, the idle speed on North American models is NOT adjustable. The computer takes care of it.
If you're not idling around 650 RPM (turbo car, no lights or A/C on) you have other problems. Air leaks, ISC valve, throttle position sensor, coolant sensor, malfunctioning A/C signal or such...
If you have money to burn, I'm sure most of the larger aftermarket radiators are good units. But even with the best radiator in the world, it will not solve your problem if something else is wrong with you cooling system and/or engine.
Throwing money at shiny parts that one really doesn't...
Wiggle your turbo shaft up and down, and in and out. Remove the intake pipe to get at it. If it's floppy and you can feel free play the turbo needs a rebuild.

With a stock turbo the car won't be ear bleading loud no matter what you do. The turbine is too restrictive to make that happen.

Jeff, are you talking US mpg or Imperial mpg? Even though I have a super light foot, I can't touch your numbers if it's US measurements. :)
Remember kids, the stock gas tank holds 70 liters or 18.5 US gallons. The car will run out with about 5 liters still left in the tank. So even if you're getting crappy 20mpg (US), you should be able to rack up 350+ miles on a tank.
