First, get a known good battery in there. Trying to jump an engine after a swap is not the best idea...
Second, double even triple check all of your connections.
I just went out logged a run. At 4750 rpm and 16.21 psi, my timing is at 15.98*. 4750 rpm is also when Peak TQ and Peak Boost occur.

Get the front way up in the air or park on a hill with the nose up. Remove rad cap and let idle until the thermostat opens a few times. DON'T REMOVE THE RAD CAP WHILE THE CAR IS AT OP TEMP. (no offense, that's just my disclaimer;))

Hopefully just the check valve needs to be cleaned. It's a rather delicate piece. Try to clean it with just a rag. I would test it first though.
