    What are you using to jump the FP/B+terminals? The pump takes a fair bit of current, and a paper clip won't do. Use a piece of copper wire.

    Fuel pump relay

    Sure volume would be best, but if the engine is as undriveable as the OP claims, then the pressure drop across the clogged filter will show as low pressure during operation.
