You wont get power to the compressor clutch if the magnetic clutch relay is not working.
also if the relay doesnt get energized by the switch which is the climate control then the compressor wouldnt get power either.
also if there is no power going to the relay on the switch side it wont...
If you use arp mains the main bores need to be lines honed and should be done on any quality build. It makes sure the bores of the mains are machined to spec when torqued.

You checked for codes and not just seeing if the light was on?
Also with the wideband being placed so close to the turbo life expectancy tends to go down. Could try re calibrating it but that won't solve the low idle for cold starts.
Is the iac working properly?

O2 sensor is not even looked at until the car reaches operating temp.
On cold start it should not be idling at 850. Should rev down slowly from about 1300.
1. Machine the block as well. ESP if your rebuilding it. Only costs a little more.
2. Stock rods are good. And forged stock. But eagles are cheap. And for 500 ho should really upgrade with the 7m.
3. Yes the rods will need to be resized. Benefits are better and stronger clamping force...
Relay>fuse>bulbs>switch>ground.

Check for power at relay then fuse then bulbs then switch and then switch switch on and it should be ground.
With switch on power and ground should be present at the connector.
