If you hook the leads up backwards it will be negitive.
Ecu will not turn on if the igsw doesn't give it a signal.
How are you checking the fuses? By looking at then or with a volt meter?
is the speedy sleeve the metal ring that slide over it to make a new surface? unless there was a huge grove i would avoid those.
the seal was falling apart because it rubber and it was old and brittle. perfectly normal for a seal that is 20+ years old and seen well over 100k.

It would need a bulb on it and then it would peg. Prolly something similar to a test light.
the steering shouldnt be siezed. you loosen the nuts and then turn it. If its ahrd you can soak it in penetrating oil.
Usually the front lower control arm bolts sieze which would require cutting the bolts out and replacing them and the bushings while in there.

Raise the rpm to 3k. It should go. Stock gauge at idle is going to be around 0 or a little above. They vary a bit. And you won't get a reading until the engine has pressure.
If you ground the wire the gauge should be pegged.
Did you rpelace the coils with new or used?
black around the ring is normal and good. if the whole plug is black then there fouled out.
all the turbo motors run rich in boost for safety reasons with the stock ecu.
try checking for stored codes.
I would change the oil before anything and then crank it with efi fuse pulled for 30sec on and off to let starter cool for a few min.
be good idea to flush the coolant out as well, but the coolant is just a passage way in the turbo. doesnt touh and moving parts.
