Your looking at the cheap aftermarket. The tabs are in the wrong place.
New one from Toyota are 180-220$ new.

Ya there 4ag bolts.
You would have to use way too much grease for it to damage the clutch. I usually put a little on on the splines so the disc can slide easy.
Bolts don't just magicly come out. Almost all bolts from the factory come with no loctite on them.
But after looking looks like 2jz go through which would require some sort of sealant.
But the tsrm makes no mention of it for a flywheel but it does for a flex plate. Which is wierd...
Colorado doesn't have beaches filled with chicks tho.
Only way to register it in Arizona is if you have a place of residence there. Can't just walk in and register.
Also your never going to pass with a hks bov. Needs to be stock and have cats. and since your car doesnt have egr thats another thing it might fail for. It will forsure on the inspection.
If you have family in arizona would prolly be much easier to register out there, but i wouldnt daily...
Are the high pressures and return hooked up correct on the rack?
besides that its either air or bad pump.
When doing that kind of job usually need to bleed the system by turning lock to lock many times. usually for rack replacement the wheels off the ground and for pump wheels on the ground.
Did you use arp or the stock bolts?
If the 2jz bolts are tty they need to be replaced.
And iirc arp says not to use loctite.
Also could be a cheap torque wrench that is under torquing the bolts.
Timing will effect spool. But I'd go more with that there very outdated turbos and slow to spool.
Be better off going with a single or a couple newer faster spooling turbos.
