If you used a jdm engine then yes the throttle cable would come from a passenger side.
Usually throttle cables are switched out for a Camry one or a mk4 tt one.
Just change out the cable for one of the above and then bolt up the cable.
It's ok for the edge of the lower steel black oil pan to hit the rack mount. It will bend itself out of the way easy as it barely rests on it.
Your supposed to use the stock 7m engine mounts for any year and if 89+ can use mk4 mounts as another option. The mount brackets have to be jza70...
You did something wrong. Either do not have the mounts in the correct spot on the block or they are backwards.
Usually the lower oil pan may rest on the bracket for the steering rack but not a huge issue. That usually with old stock 89+ mounts.

Standard they came with 14/10 but you could order different spring rates if you wanted. I had them on my old car but I ordered 16/12.
They were pretty decent for being a small name low production coil over.
I'd pick coil overs over spring and shock anyway personally.
If afr are good then it will be fine. But the added lift and duration could make it lean.
Also you will need adjustable cam gears and need to degree them to get the max out of them.
Just slowly tighten the cam caps keeping even pressure along the cam. If you tighten the caps too much or put too much pressure on it it will snap.
Use stock shims and valve lash specs.
