Bring the starter to autozone. Can't they test them for free? If the starter relay clicks when you turn the ignition then the problem most likely lies in the wiring to the starter or the starter itself.

Scott if you have the starter already out try cleaning up the copper contacts and plunger inside with some sandpaper. It may not be a permanent solution but may get you running for now. I have an old 7m starter laying around, but the copper contacts on it are worn (like $5 for Toyota)

Someone told me a few months ago that in the old days people had to lock them down or they would get stolen to be put into celicas and whatnot. Don't know the truth behind that but I believed it.
