I'm pretty sure that with the guage fuse blown the clock should still light up, same goes for the dimmer. It just won't dim when the headlights are turned on.
The taillight and the dome fuses are what I would look at first.
The clock's pretty easy to test. There are only four wires running to it. One's a constant 12v, one is tied in to the ignition, one is connected to the taillight circuit (illumination, ie: when you turn your headlights on it's active) and a ground...

The oil filter location isn't different, it's in the same place. The turbo has a thermostat and oil cooler outlet mounted between the filter and the block.
No, the oil squirters aren't required. IIRC, the Turbo A MKIIIs don't have them. I don't know about the other JDM 7M's.
